I'm not familiar with an 1816 dont know if I've ever saw one. But if it has a hydrostatic pump/motor setup like the 1840/1845 then Pepper Boy gave you the best place to start.
You have to make sure both handles are moving it's respective pump lever as far as the other the linkages and bushings get sloppy over time and you gotta keep up with it. At times it takes replacing some parts to get full stroke back.
