If it would just stand there cornered by several cops and let them shoot it, maybe.
I bet the cops were trying to contain it, then thing tried to do something to get out, and the cops let it rip until the thing quit moving. I haven't been around a couger, but if you corner a wild house cat it will rush you, don't see why a couger would be any different. Not mention for the way a mad little housecat can tear you up, I don't think I would hold anything back on a couger once I started. I have seen animals go down and get back up madder than ever and that is one critter I would rather er on the side of caution of staying down.
