The problem is a plastic gas can sliding on a plastic bed liner building a static charge with no way to ground. When you pick up the can and move it to the ground you discharge the can.
This is not to say a can in a metal bed is safe. The whole truck can become charged. In fact static release between you and the side of your truck while fueling the truck tank is a more likely cause of a fire.
You get out and touch the pump or the side of the truck and static is safely discharged. Start pumping put it is so cold you put the pump on automatic cut off and wait in the truck with the heater on. You exit the truck and the first thing you touch is the gas nozzle with all the gas fumes coming out the tank. You are fixing to find out how bad your day can get real fast.
