They are probably talking about future clean coal technology. Technology for making the coal fired power plants less poluting. Power plants use a soft bituminous coal , which bellors a lot of black smoke into the atmosphere , polluting the air. There's lots of it , and cheep. Or , they may just be playing word games. Leading people to think they are talking about anthracite coal , which is very clean in comparison , and is used a lot in home heating.
