VA won't crank over after running - HELP !!!

My buddy Stan has a Case VA which he rebuilt the engine on last winter. Actually, he got the tractor in 'stuck' engine condition so he never really did have it running, but he did the whole thing, sleeves, rings, valves, bearings, etc. Anyways, we get the tractor started this weekend and it seems to run fine, spins over pretty good (6V), fires up and runs not too bad, (but needs a bit of fine tuning probably). After running it for 15-30 minutes, then shutting it off, when you try to start it again (engine hot) it will barely turn over and usually will not start. Occasionally, it will fire up with the little bit of cranking power that seems available to it, but usually you get just a grunt, maybe a 1/4 turn, then nothing. Try again and you get the same result. The battery is in pretty good shape, at least it cranks pretty hard when the tractor is cold. Do you think that the engine is tightening up when running? Someone suggested that the timing is off (it has not been timed really accurately yet). Any suggestions as to what the problem might be? Sure could use some advice. Thanks.
