common on a tractor thats been sitting, but being that its been shedded its probably not stuck real bad, pull the plugs, and push a short piece of rope in the holes, and remove this is to see if the engine has standing water in the cylinders, if it does big trouble and might as well tear it down if not and im betteng not, you can use marvel mystery oil or atf or even diesel fuel pour it in the spark plug hole and put the plugs back in walk away for a week, 2 would be better, let the fluid work, then remove the plugs, start by truning the engine over by hand try both directions until you get movement, then just keep on until you get a complete revolution in the normal running direction, then try the starter to spin the engine over , when it spins free, then install new plugs and anything else needed to start the engine including new oil , when it does fire it will smoke like a railroad locomotive until it burns all that fluid out of the engine muffler ect, once that has happened then you can evaluate what else it will need
