oliver oc-3 wont start?

When i purchasesd the oc-3 for 1900.00? the owner had to pull start it with a truck it started with in feet and ran like a top. I got it home and put a new 6v battery in connecting it possitive ground. On every attempt the starter sticks, I had it tested several times and it was always fine. after almost every attempt i must remove the starter, rotate flywheel and put back in. It hangs up everytime. the teeth are slightly chewed but mostly on the edges. It seems as if the starter dosent have enough juice to throw the bindex all way back? Help have also messed with the mag out of desperation and stupidity. Pretty sur back in correctly but could use fine timming which doesnt help my starter problem. Would greatly apperciate anyone willing to share there ideas and advice, thankyou. I also am intrested if i payed to much, and what one in good shape is worth? Have all amnuals origianl for hg and oc-3 plus other parts list and picture brocshures. looking forwar to a respone .lance
