There isn't much inside of a governor like that but a couple of O-rings and as they age they leak and often have also worn away at the cylinders they ride in so when they start to leak there really isn't any way to make it work right again. So, as others have said if the pressure is creeping up then replace the governor. It's cheap insurance when your talking about your brakes. It only takes two bolts to take it off but make 100% sure you mark where the lines go and put them back in the same place. If you don't then you could damage both the compressor and the tank by allowing everything to overpressurize. Too remember when you put it back on to make sure the old gasket is removed (if it is bolted straight to the compressor head) and use a new one. Too don't overtighten the bolts or you will crack the aluminium housing... Been there, done that once or twice myself over the years and that's when I already knew better..
