Charlie said it right, but if your tractor hasn't started in awhile, don't count on the fuel pump to work. You can get really tired trying to get the fuel pump to start pumping after it has set a few years. Most of us that have compared notes on this forum start off by Jerry rigging a gravity feed fuel supply directly into the carburetor. This was so necessary, the F14 added it as standard. Once you have everything working, it is not a problem to start.
