I would assume that BP had to compete on the open market for the exploration rights in the area where that well is located... and if/when it goes into production I'm sure they'll be paying a royalty on every barrell they pump... so I don't think it's in any way accurate to say that BP 'owns' the oil or was given anything. It could probably be said that they paid more than any of their competitors for the right to be there. I would think that would eb the goal of your government, or should be... when they are selling off leases.
