About 1/2 the houses here in southern MN look like that.
Had bad hail damage in town locally, the one's just reshingled are just as bad.
Insulation, vapor barrior, air gap, and ventalation. What is neded for a cure.
Brown stuff is just dirt & rust & soup that is natural in the gutters.
I spent 3 hours during the late Dec thaw chopping that off the house, so it looks better. It's coming back; raking the roof of fresh snow on the bottom 1/3 helps, but is not the cure. Keeping the shingle/backing cold with insulation, vapor barrior, and air gap/ vents is what does it.
But even with all that, in an extreme year such as this, the sun will create a small ice dam even on my unheated machine sheds.
