Unless your neighbors are complete idiots, they'll know the last thing they want to do is to let their insurance company know they've got a dog that is killing the neighbor's livestock. If they're smart, they'll pay you for your chicken and put their dog in a pen. If they're dumb, they'll file an insurance claim, which is guaranteed to get their policy canceled and they'll have problems getting insurance elsewhere, due to them owning a "vicious" dog.
