Heat transport when under power does require 10's of thousands of gallons per minute. Main headers are 2 to 4ft in dia max depending on design. However heat production when shut down, IF they can keep the unit sub critical is much lower. Probably less than 50MW after 24hrs. Residual decay heat from short lived isotopes is much less than running power/heat. 1500gpm of muddy salty fish whiz looks better than fuel exposed due to low coolant level.
