Ford 655A fuel problem

Ford 655A backhoe starving for fuel going up hills, sounds like fuel filters. Question is whats the best filter brand to use price has no baring in this case

I've found that when you change filters and with little results , I always go to the shut-off valve on the bottom of the tank. Take the line loose at the filter and with compressed air blow into the tank with the fuel cap loose. A lot of times enough sediment closes off the valve so it closes fuel flow down.. As far as filters go, use any brand name filter. NAPA, Baldwin , Car Quest , . Some filters have a ridge molded in the top where your filter should be pretty flat on top. Order filter to application not just eye-balling it.
