Ford 2000 3cyl diesel mystery intake and fuel return par

I am putting this tractor back together and can not find these parts in the parts manual.

The first is a steel line that runs to the intake manifold right after the rubber elbow. The other end of this steel line has a barb on it
and heads under the voltage regulator box and seems like it should hook into mystery part #2. This part seems like a filter for the fuel
return lines and is located just left of the voltage regulator. The return lines flow into this and there is a line that returns to the
fuel tank, AND a line out the bottom that has a short piece of rubber hose which is plugged with a bolt. It seems like the line to the
intake manifold should hook in where the plug is in the rubber hose. If I do that though, the fuel from the return lines will empty into
the intake manifold.

It seems to me that the fuel return lines should be plumbed directly to the fuel tank. Why would they empty into this manifold by the
voltage regulator before flowing to the fuel tank?

that's from the Thermostart system, what you are calling a manifold is the reservoir for the fuel to feed the warming element you see at the elbow, later it was replaced by a simple and much cheaper T

I think that the part that he says looks like a filter in the return line is the reservoir. When he said manifold, I believe he was talking about the intake manifold where the thermostart unit is.
