Dexta Simms injection pump diagostics

I have a 1961 Dexta with a 3cly. perkins and a simms pump. It idles super high; it maxes out the RPM gauge. I can get the idle down by pulling "kill switch" out a bit and from some research I've seen this issue can come from a bad governor diaphragm?

I did cut the safety wire off the idle adjustment bolt and threaded it in to see if this will improve the condition, the engine didn't respond the idle bolt adjustments at all, I can thread it in or out and nothing changes. I ordered a replacement diaphragm for it, it hasn't come in yet but figured I would see if anyone else has had the same or similar issues and how they repaired them. Any advice is appreciated!
 

I have the same tractor but it s a 1960. My issue is that the kill switch does not shut the tractor off. The cable is attached and it moves the shaft when pulled but does not kill the motor. Currently have to shut the air off to stall it. Ideas?
