Won t shut off

I have a 1960 Dexta with a 3 cylinder perkins and a simms pump. My issue is that the kill switch does not kill the motor. The cable is attached and it moves the shaft (you can see it connected to the shaft next to the motor and you can see it move the shaft on the other side of the pump) when pulled. Currently have to shut the air off to stall it. Any help would be appreciated.
 
My constant gripe!!!! You do NOT have a Perkins engine, it is a Fordson engine with most of
the components made and specified by Ford at Dagenham but assembled by Perkins. Some Perkins
parts may fit with modification. Rant over!!:0)

The stop lever you are operating should pull the Pump rack into the shut off position and cut
off fuel delivery. Remove the side plate off the pump, taking great care that it is clean, and
see if the lever is moving the rack. If not, you will need to get the pump to a diesel pump
repair shop. Dieseltech on this site is a well respected, highly qualified technician and may
be your best bet.

The other problem you may have is a diesel leak into the sump from the thermostart mechanism
in the intake manifold. This may be causing the engine to run on diesel diluted sump oil which
will be catastrophic if left unchecked.
