Clutch popping and not releasing

Hello, we recently installed a new stamped finger dual clutch for a MF TO35. Through the inspection plate we noticed that the release bearing just barely touched the fingers at full travel of the bearing housing. Adjusted the fingers to engage the bearing at an earlier point, works and the pto clutch disengages when pressed all the way. Problem is at 1 st stage of the clutch the clutch makes a popping sound and will not disengage unless you reach up through the inspection hole and pull on one of the fingers. Then it pops and will release. Fingers are contacting the bearing all at the same time. Any thoughts? Thank you.
 
Also, this is a new clutch kit, with bearings, disc plates the works. All new except for the flywheel. And no, we did not install the engine disc backwards. Put it on the exact way we took it off. We are at a loss. The original clutch did not have shims at attachment bolts.
 
Good point that I didn't think of. The new clutch kit comes with 3 bolts in it that keep the unit compressed. Those bolts need to be taken out after the clutch is mounted to the flywheel. Then you need to do the internal adjustments that I mentioned down below.

However, Shipping Cap Screws must not be left in regardless ...
