Z-134 Ignition Issues

Z-134 Gas Converted to 12V with Electronic Ignition 140 lb compression on all four cylinders
After going through a no spark issue, I replaced my EI module and now I am getting spark, but only two cylinders are firing. The engine will crank and run on #1 and #2. The plug wires for #3 and #4 will spark
and jump a 1/4 gap to ground. When the wires are placed on the plugs, the cylinders do not respond. I have swapped the plugs around and same result. I'm scratching my head on this one. I have removed
distributor and reinstalled twice. I have checked top dead center a half dozen times and I have aligned 6deg BTC with rotor facing #1 plug wire terminal on distributor. The engine will start and run. I have
done many engines in my life so I'm not a newby but I'm totally flumuxed by this one.
one other thing, when using a spark tester, the spark to plugs on #2 and #3 are not consistent. They hit sometimes and miss sometimes. I thought that maybe the plugs were not grounding properly but when plug
wire goes from distributor to ground, the spark is consistent. My firing order is 1-4-3-2 and I have checked that as well.
Any help greatly appreciated.

Thanks everyone. I cleaned the grime off my engine block and the firing order is indeed 1-3-4-2
