Is this a Cockshutt 550 - as in the old, true Cockshutt? Or is it an Oliver 550 (which were confusingly also rebadged as Cockshutt 550's here in Canada) ?
 
There's a cover underneath that you take off to access the clutch. Sounds like it needs to be adjusted. It's possible that it's loose, but too, that it's too tight and not going over center. You'll have to have somebody move the lever while you lay underneath and see what's going on. To adjust it, there's a spring loaded pin that you push in while you turn the collar. If you search You Tube you can probably find a video that shows you the process.

USA built OLIVER/COCKSHUTT 550 has 26 inch rear tires
