Oliver OC 3 Engine Work

I just picked up a OC-3. It is in decent condition, but it is a smoker! It uses a quart of oil pretty quickly (1-2hrs) and isn t leaking it.
This is my first time getting into fixing tractors, but have done a lot of motor work, mostly motorcycles.

My question is, where would an experienced person start? I figured it is either needs new rings or valve work. It seems to run pretty well, starts right up, but smokes after using a couple hours I lost a cylinder, likely to a fouled plug (but have yet to check)

Would worn valve guides cause the smoke? I cant seem to find any valve seals like I do in a bike.
 
Basics- Determine how much you are pressuring crankcase when running- clean breather. Then Compression test- you know what cyl. to start with.
 
Valve seals would not be your problem as the engine is an L-head engine and the engine would have to pull the oil up into the combustion chamber. More questions?
 
Update: Compression tested 100-120 psi. 1/4” of sludge in the oil pan. I decided to go for it and pulled the head and the pistons out. The pistons and rings all look quite good actually. It appears to have been burning oil for some time based on the build up. When looking at the valves it appears to me that the intake valves for 1, 2, and 3 look dirtier than the rest. Would this indicate worn valve guides as a cause for it smoking?

zoomed in the oil rings, they show that the expanders are rubbing on the cylinder wall. Oil ring rails are worn out. Pistons also show wear.
