I found the tooth on the smaller gear that has a notch in it but the larger gear has an R and L on it and I have tried setting the magneto timing there as well. I still can't get any fire from the cap.
 
Are you getting spark from the coil itself? If not there, setting the rotational direction of the distributor portion of the mag won't make any difference. That is what the R & L marks are for.
 
Did you go to the link I posted previously, to the official IH Blue Ribbon Mag Service Manual?
If you did and the info there is not enough to help you "git 'er done" I don't know WHAT else to offer!
 
When you turn the mag till it stops the rotor needs to be pointed to the tower or you will never get any spark at the tower. You can make a mark on the body where the towers are then by turning the mag over you can see if the rotor lines up on that mark.
 
I tried that as well but still nothing out of the plug wires. I am getting spark out of the top of magneto but how can I tell if it is strong enough to jump to the towers?
