This is Time-Warner's (television, movies, cable) legislation and our congress people are the gofers. Time-Warner is taking their shot at trying to own the commercial side of the internet.
Last year the topic was content neutrality - whether a server operator could provide premium higher-speed service to higher-paying users like Time-Warner by degrading service to parties like you and me.

I'd forgot about the 'net neutrality issue, but yes, this current legislation proposal is just more of the same.
