16.9 x 28 Tire

Yes they will mount up.They will be somewhat 'bulgy'and will make the backend set up higher.The fenders may hit if wheels are set close.So yes they will 'fit'-sort of.If they are free/cheap-go for it!
 
What he means by "bulgy" is that the rim is too narrow for the tire. Normally a 16.9x28 would be installed on a 15" wide rim, IIRC. Your 14.9's are likely installed on 13" wide rims.

The tires WILL fit but they will be pinched in 2" more at the rim than normal, so they may look funny to someone who knows what they are looking at.

With the price of tires today, you can put up with the tractor looking a little funny for free tires. That's my attitude.
 
If you have clearance then the big thing would be speed increase, to figure how much this would be measure circumfrence of both sizes and see how much bigger they are.
 
As far as rim width, you might want to check and see what rims you have. Someone may well have already put an oversized tire on there. If you really only have 12" rims(or even smaller), then installing a 16.9 is going to be a challenge!
