Well sort of depends on the tires you have on it. That said the lift arms when all the way down will or should be around 6 inches off the ground give or take a few inches. By a number if things do come into play. Tire size and if the arms are factory or aftermarket etc
 
my arms touch the ground and i have correct size tires on tractor. the lift does not work every time. thanks don
 
Seen more then one that would touch the ground which can be bad due to the fact if your backing up and hook a rock or root you can break things. As for the 3 point not working all the time what happens if you move the draft/position control lever?? Is the fluid level as it should be??
