found a barn kept low mileage crown vic , trouble is the tank fuel pump failed is reason it was parked.. just hate the idea of dropping the gas tank ///been wondering if anyone has ever done this .and WHERE DO I CUT? . can I remove back seat ?, and cut a hole thru the floor to reach the tank plate that needs to be replaced ?or can I go thru trunk area?

Just drop the tank. It"s not all that bad on those cars.

(Fuel pump is actually more or less behind the rear seat backrest.)

BTW, did you check the inertia switch and fuel pump relay?

Those Crown Vics are decent cars. The two options, cutting the floor or the trunk, are both worse than dropping the tank. Buy new straps and fasteners for the tank before starting, block up the tank, and cut the fasteners.

Went thru the floorboards on a 01 Focus where the wiring goes to the pump. Had to englarge the opening with tin snips after removing the rubber grommet. cut straight out from original hole and bent metal back and when all done bent it back in place and repaired with caulk and duct tape. It actually looked ok and the grommet fit back nicely.
Made it easy to siphon gas out also.
Edit.. It was under the back seat in an easy spot.

Just drop tank ,,not that bad of a job , Verify voltage at tank before swapping pump. Good idea to have new straps on hand , pretty cheap ,

I would check the inertia switch..those pumps always seemed to last pretty fair from what I remember servicing about 200 police cruisers....and they ran 24-7......some of them....lots of idle time but the pump runs.....

I replaced the fuel pump on a Chevy Citation by droppng the tank. The hardest part was siphoning the gas from the tank. The gas tank was full of crud around the pickup tube that had what looked like a sock covering the pickup tube.
I bought a new pump from Pep Boys. My neighbor said I wouldn't replaced the pump. I told him I didn't want to pull that tank again. The engine was cutting out and I installed a fuel gauge. I noticed on a steep hill the pressure dropped so I decided to pull the tank. No more
problems with the engine stopping. Hal

Before dropping the tank or cutting things, crawl under & take a look see. If it is the same platform as Merc Marquis it can be really easy. Did one on a 93 Merc a few years ago. On the Merc/Lincoln the pump assembly is on the forward face of the tank, comes out without removing tank or cutting anything. Don't have to drain tank if less than half full. Took longer to run to town to get tool for quick release fittings than take pump out. If sitting on the wheels have to jack the frame/body a couple inches to get pump assembly to slip out above the axle.
Worth a quick look.

That's a pretty common Ford problem, driving it with a low fuel level contributes to the problem as the fuel cools the pump. If it has been in a barn 2 years is the car worth it, I would think it would be all rusted out from the manure acid.

Make sure the pump is bad.You have a fuse, relay and inertia switch to check first.I have a simple rule on trouble shooting.Check the easy stuff first.Rapping the tank with a rubber mallet often starts stalled pumps, ignition on.If that works, change the pump.Tank and strap condition are important. You will need a tool to open the lines. All gas tank work should be done outdoors. You have to release pressure in the lines before you open them. This is NOT AN EASY JOB.
