I think Tx Jim "nailed" it down below... you have engine oil leaking from the oil pressure adjusting screw/lock nut/acorn nut that protrudes from the tach drive. The lock nut and acorn nut need to be tight after the adjustment is made, and the two copper washers, Key #18 times two need to be intact.
 
I don't see no arrow?....The only problem I see is it is green! LOL
(sorry I couldn't resist!) Hope you get your problem sorted and it doesn't cost much.

I don't see the arrow but if the black area is what you're referring to it appears that the crankcase breather pipe may be outside the frame. Please take a "close-up photo" and we will try to help you.
 
The black area does show up as an arrow to me, took a minute for the picture to become clear enough to see it. I know nothing about those tractors tho.
 
If it's blow by she's slobbering like an ih. Change oil and filters, spray the gunk off of the engine and then field work it about four hours - get her hot, she's an old plow tractor
