How would you fix this what would be the best way it looks welded from the factory

I would take it off, clean it up, and weld it back. Probably use preheat and 7018 or E309. Why did it break? Is the pivot froze up? Fixing it without figuring out why it broke may just be a temporary fix.
 
It appears to be a crystallization stress related failure. Is the pivot of the cylinder on that end free to move? If so I would wrap 10 layers of vinyl tape around the chrome shaft, then grind the "socket" to fresh metal, and weld it with 7018 rod running it pretty hot to assure deep penetration. Pre heating the socket and stub end to above 100 degrees would be desirable to assist in avoiding shock cooling of the weld zone. Jim
 
Just to add, if you are welding it on the machine, I would make sure you have the cylinder extended out far enough that too much heat doesn't get to the seal that seals the shaft and damage it.
 
I would add, think about where you place your ground when welding so current doesn't pass through any place you don't want it to go.
 
Hi, I broke a swing cylinder piston rod right at the eyelet. I took it to the machine shop and they ground both ends.Then they put it in the lathe to weld it so eye stayed perpendicular to the rod. It was a most perfect job. $70

I did a lift cylinder on a John Deere 300-400 backhoe while it was still on the machine in while the hoe was still in the ditch . Took the portable welder a grinder some wedges a hand full of 7018 a set of torches and went at it . NOW i was lucky as the button on the end of the rod was intact and i just cleaned off the factory weld and did a 1/2 inch bevel on the rod and warmed up the rod and eye tacked it in place with tenchion applied and went to welding it doing a deep root and a three pass cover took more time to get everything out to the machine then it did to do the repair.
