Is it still burning? Not much has been said on the news the last couple days. How close is it to Lyle's neighborhood?

Still burning, in a easterly direction about to cross into saskatchewan. Firefighters figure it'll burn for months. You would have to drive over 6 hours to get to Lyles area. About halfway across the province.
Check out where Valleyview AB is, Lyle is nearby.

I've also read(via FaceBook) that Rachel Notley has cut 85% of the firefighting budget. Is that really true?

Government cut the firefighting budget last year, but the funds are still there under a different emergency fund.
