Case vac no hydralic pressure

I bought the old style hydro pump / belt pull I bolted it on filled it with oil started it and had no pressure I pulled the oil feed line off and blew it out. I pulled all the caps and checked the springs and balls. Does anyone have a parts breakdown of the pump or have any ideas I have no oil coming out of the pressure line coming out of the pump?
 
There is a large bolt in the top with a square head on it. I don't remember which way it works for sure but I think if the bolt is turned in the pump is turned off. If the bolt is backed out the pump will operate. I might have that backward. It was a way to reduce wear on the pump when it wasn't needed. The belt pulley will operate either way.
 
I had to go take a look at my VAC after I wrote my first reply. The bolt is sticking out the back side of the housing at an angle not on top. Backing the bolt out makes the pump operate.
