Is there a way to tell which coil pack is bad without
putting it on a scope.

Is "check engine" light on? Should be and should set a code in the format of "P?30X", where "X" is the number of the cylinder that is misfiring.

To be sure it is the coil, and not something else, swap that cylinder's coil with another's and note if the misfire moves with the coil.

Looks like Rockauto has Motorcraft coils for under $45 each and shipping is $3.99 for one or $5.99 if you buy eight of them.

Sure go to generic functions click mode 6 test $53 it will give the history of misfires for each cylinder.
