Sounds like the relief valve may be your culprit. Though you need to check, if there is any pressure on the couplers, and if you take the cover off the bottom of the clutch, you can see if the shaft is turning and stops when you load the hydraulics. also see if the PTO turns, if not then the drive in the pressure plate has the spline worn out. If it is the spline you will not have any power steering or PTO.

I have pto steering brake. When replace. Pump i check to see if gear connecton was tight to the shaft could not turn by hand. Then on my 706 there is on port below seat. It has a valve. With snap ring and screen will the valve be stuck or pluged the tractor was working fine back in barn shut off next moring i had this problem. Thank

Is the oil level up? then still look at that clutch issue. My brother shut our 1466 down at night then the next morning it didn't have any of the things working. So checked the clutch the hub sheared the rivets holding the hub. Also did you get the square o-ring on the screen right when you changed the filter, and the pipe still in the housing that goes in the filter? If things didn't go back as should be it can suck air or lose pressure there.

The relief valve is a pilot operated type it is located in the right side there are two plugs, it is the one that has numbers stamped on it remove it hold it in your hand and tap it with a small hammer on the face where the numbers are stamped, that will jar it loose, I learned that trick many years ago when I was at the IH dealer
