I have a Case Sc and it is normally the best running tractor around
the farm. I use it to rake hay here. But it started to run really bad
missing and blowing out smoke it seemed like it was getting to much
fuel. So I took the carb off cleaned it bought new plugs for it and it has 3 year
old magneto so it is pretty new. I put it back together and know it
won't even start it only pops with chokes but the plugs are really wet.
What do you guys think is wrong.
 
While you had the carb apart did you check to see if the float had a hole in it? You can take the float out and shake it gently and feel or hear fuel slosh around inside it. Even better, try to submerse the float in a bowl of gas if you see bubbles surface you have a hole in it.
 
Sc's have an oil bath air filter. Have you cleaned it?

main load on the carb needs to be one and one half turns out. The idle adjustment needs to be about 3/4 out. Should start on that setting. Float setting may be too high. A bad intake gasket would not make it blow black smoke.
 
First, check for spark at the plugs. Should get a minimum of 1/8" spark.

Try taking the air cleaner off the carb inlet. Look for fuel dripping when the fuel valve is open. If so, the carb is flooding. Could be float out of adjustment, trash in the needle/seat, bad needle/seat, sunk or bent float. However, dripping gas after a failed choke assisted start is normal.

If it will run with the air cleaner disconnected, there is a restriction in the air flow.
