IF IRC the IH 656 does not have a true clutch. It is a valve with a spring to make it act like a clutch. Look hard at the linkages.

The foot-n-inch valve is the pilot for the pressure relief valve, when opened the pressure drops behind the relief spool and allows drive pressure to drop off. If the either relief spool sticks open or the foot-n-inch valve fails to close, you will lose the ability to drive in either direction.
