My tractor manifold has two broken bolts stuck in it that secur the muffler, my usual method would be to weld a washer and nut to the broken bolts. This will put a lot of heat in one place on the manifold, do I risk cracking the manifold?

that's exactly the procedure I would use, doubt that it will crack.

Not likely to crack it.

In fact, you may want to heat the bolts a few times and let them cool before you weld. Get them dull red, the manifold can take it.

That will help loosen the rust. Also get some penetrating oil started soaking in.
