16.5l-16.1 tires on a 10X16 rim?

I bought some anhydrous running gears that had 16.5l-16.1 tires on 6 lug wheels. Yesterday I demounted them to put on 8 lug wheels. To my surprise, the rims were 10 by 16. These were mounted tubeless. I thought that was a no-no.
 

These were agronomy center owned anhydrous tanks. They were really exposing themselves to significant risk, weren't they?

I had moved some of these wheels onto another gear. I think I'll take them back off and mount "correct" tires...
 
I spent 22 years in the tire business and do not remember seeing a difference between 16" and 16.1" beads. If
you are talking about 16" vs 16.5" then yes a whole lot of difference and should not be mixed.

What did you measure to find they were 16" vs 16.1" ?

They're an Armstrong rim and part number W64835 was printed on the inside. Quick search online reveals the fact that they are a 16X10 6 Bolt 6" circle with a 4.62" pilot hole.
