9n oil lines

I have a 9n 1941 has three oil lines coming out of oil filter 1 to the governor 1 to the oil pump and oil gage one goes in the side of the block for some reason all other tractors does not have that one to side of block

Early N's had no port in the governor to dump the filter return oil into, it was returned to the crankcase.

At some point (I don't know the year or serial number offhand) the a port was added to the governor to oil it with the filter return oil and the line to return it to the block and the extra port in the block were eliminated.

Sounds like you have an older block with the return port that has been retrofitted with a newer governor housing that's drilled and tapped to receive a fitting for the filter return oil and the line to the crankcase should have been eliminated.

Where on the filter housing does the line to the crankcase attach, the drain plug port, perhaps?

The added copper line s dumping unfiltered oil into the governor from the filter canister drain port instead of the oil passing through the filter.

Remove the short line to the crankcase from the filtered oil port and set it aside, plug the hole in the crankcase, then remove the copper line and fitting from the filter canister drain hole, reconnect to the very bottom "filtered oil port", and plug the drain hole in the filter canister.

Hole in block and drain port in filter canister accept standard 1/8" pipe plugs.
