Ford 3000 oil coming up near steering wheel

Posting for a friend.he says the top seal near the steering wheel is leaking and was just changed a year ago.I’m not familiar with fords.suggestions?
 
I'm not either, but had to replace the top steering gear seal on the Ferguson a while back.

Got in and found water getting inside the steering tube has rust pitted the shaft.

I found a Speedi Sleeve that fit the shaft, epoxied it on to seal it over the rust pits, so far so good...

Not sure if that is the problem with yours but when you get in look at the seal area.

Also try to find a double lip seal with a garter spring. THe double lip will help exclude debris coming down the tube, the garter will make for a tighter seal.

If there is a filter in the steering pump, (if it has a pump), be sure it is replaced. A restricted filter will cause more back pressure on the seals.
 
Power steering?

Oil seal in control valve leaking allowing pump to push oil out and into steering column.

Common problem on those. It's the upper seal #35. Cheap enough to fix but kind of a PIA to get at. Pull the steering wheel, center hoods, throttle, fuel tank cowel.
If he is smart he will also replace the lower seal #14 while he has it all apart or sure enough it will start to leak and he'll wish he had.
