What's this PTO ring for or from?

I bought a used 3pt rototiller and this ring is next to the slip clutch.
The plastic guard is in place and will rotate but not move lenghwise.
Could it be from a guard that was replaced? It's just hanging there free.
I'm planning on servicing the clutch and if it's not needed I'll cut it off out of my way.

Maybe you got the tiller I sold a few years back lol. It had a ring like that on it. It was a First
Choice tiller that I brought new probably close to twenty years ago. I figured it belonged somehow
inside that plastic Pto guard. I never did anything with the ring but probably should have removed
it. I brought a new 84 inch Brush Hog tiller and sold that tiller on Craigslist 3 years ago with the
ring still on it.

Most plastic PTO shields have a ring like that to help the
plastic stay in a circular shape. Looks like that one has had
some damage dislodging the ring.

PTO shaft seals will get bound up with age by dust inside and won't slip in or out.

I would cut it off.
I have seen things like that wear into the shaft.
