Hot water has heat in it, no need to heat it further.
Looks like a water tank cooling like some hit and miss engines use.
Maybe he could not afford a replacement radiator so did a rube goldberg fix.

If so he is loosing a lot of efficiency. The exhaust should have a few passes through the water tank as well. C
