Clutch issues?...

1981ish Yanmar 2210.
The engine clutch works fine when the PTO is engaged, but when the PTO is engaged the tractor will not stop moving once I press the clutch pedal. I have to put the tractor in neutral to get it to stop. Any ideas?

Do you have something like a brush hog, rotary cutter, etc. hooked on the PTO when this happens? If you only have a single stage clutch, without independent PTO, this is common. You need an over running clutch on the tractor PTO. The inertia of the equipment drives back into the transmission, when you push the clutch to disengage the engine, so the tractor keeps moving.
 

Yes - I have a bush hog connected to the PTO. It is very unsettling to not be able to stop the tractor while bush hogging. I need to be able to stop forward momentum via the clutch when I encounter ditches, fallen trees, large rocks etc,.
 
With a single stage clutch and a brush cutter you need to install a over running clutch in the PTO driveline.
It works like a ratchet tool. Allows power to be applied to drive the brush cutter but ratchets in the other direction
stopping the momentum of the brush cutter blades from driving the drive tires with the clutch in.
A Yanmar 2210 will use the clutch for a short shaft PTO.
You may also need to cut the PTO drive shaft shorter to compensate for the added length of over running clutch being added
inline.
