Tried to get an answer on the Allis Chalmers page. I got it with my 1936 Allis Chalmers WC... I was told it is a plow wrench...

Looks a lot like a wrench that my husband used to have for wagon wheels.

Used to have... because he left in laying on the wagon when moving it - it dropped in the grass.
I mowed over it and cut the handle in half (tell ya what - that'll almost kill a Cub Cadet - she bogged waayyyy down). Should have saved that cut wrench for my rust garden. :)

I agree, we have some dated plugcock valves that have a similar wrench nearby, just in case we need to operate them,
