1948 coop 30 motor.

I bought a cockshut coop 30 from my neighbor that has been sitting outside for 15 years. He said it was running when he parked it. I can only get the motor to turn maybe 4 inches before it stops. I tried filling the sparkplug holes with deisel but no difference. It doesn't seem seized bur wont turn all the way over.
 
That can be caused by many things. Rust in the cylinders, or a mouse nest in the bell housing or something wrong in the transmission. I'd do my best to get the diesel out of the cylinder and then fill then with ATF and let it sit a week or so
 
yes, agree, thats the place to start. forcing it and u will bend the pushrods on the stuck valves. give them a tap with a rubber hammer or just push on them with a wood hammer handle.
