Throttle Speed 1948 Farmall Cub

I just gave my 1948 Farmall Cub to my Grandson and we are trying to solve a throttle problem. Last year when I last used it something happened in that the throttle only produces one speed. I assume we have a governor problem and am looking for suggestions of how to proceed and whether there are things to be checked before removing the governor. Thank you fellows in advance for your advice. And I acknowledge you have helped me solve problems before. Lew Francis
 
If the linkage to the governor from the hand lever is connected all the way to the governor input lever, and moves the governor lever through the full range, then the governor is at fault. if the linkage has issues repair that. The lever on the governor should change the speed from idle to max no load speed if moved while disconnected. Jim
 
Thank you Jim for your response. Since by moving the throttle rod I get a full range of motion in the governor connection rod, if I understood you correctly, this means Governor problems. This is no doubt a stupid question, but I'll ask it anyway. Is there any reason tho think that movement of the spring adjustment screw might help if something is stuck there?
 
Theres a lever on the back side of the carb that is known to break loose from the throttle shaft on the carb. Move the rod on that side and see if the engine revs up.
 
Thank you Jim, as I recall manual movement by hand of the rod from the carburetor to the governor rod causes normal acceleration. We know so little about this matter that removal of the governor gives us great apprehension, so we wanted to exhaust all other possibilities before undertaking that action. My greatest concern is about messing up the timing when the governor is removed. Any encouragement you can offer in this regard would be greatly appreciated. Lew Francis
 
Put the tractor on TDC compression on #1 cylinder. Note the location of the distributor rotor (make a mark on the housing where it points. (do the same if it is a Magneto). Take images at every step of the way to be confident in returning it to the same place. If it is one tooth off when put in place it will show on that mark clearly. The rotor will turn as the gear is withdrawn because it is a helical gear. note the stopping point of this rotation so putting it back is less trial and error. Jim
