74 Ford 2000 governor

I have a nineteen seventy four ford two thousand tractor with the gasoline engine. A few weeks ago I replaced the carburetor and ever since then. I have not been able to get the governor to work correctly. Does anybody have any troubleshooting suggestions?
 
They can be tricky sometimes.
One thing I came across on one of those is it
was not getting oil.
Underneath the governor there is a little oil
line going from the engine block to the
governor body. Mine was plugged up.
The lack of oil caused the bell inside the
governor to not slide in and out as it
should.
Two things you can check.
First, loosen the nut on that oil line on the
governor end and start the engine. You should
get a pretty good oil leak there.
Second, remove the governor cover and reach
in with your fingers and see if the bell
slides in/out easily.
Mine was dry due to lack of oil and wasn't
sliding properly.
 
Check and make sure you have the carb indexed. Unhook throttle at carb and pull to wide open.
Then hold throttle shaft on carb wide open and the throttle rod should just slide on throttle lever.
