New Holland 3010S PTO Problems

I have a 1999 New Holland 3010S tractor. I am having problems with the clutch on the PTO. It will not engage and allow me to place the PTO in gear. Any ideas what may be causing this. We have adjusted the adjuting link nut no good.
 
The clutch must DISengage to allow shifting. A common reason a clutch does not disengage is that it hasn't been used for some time, condensation on the metal has caused rust and the disc has become rusted to the pressure plate. So, the disc, pressure plate and shaft stay engaged with each other all the time instead of disengaging, allowing the disc and shaft to stop turning with the pressure plate, while you shift the pto into gear.
 
I have a 97 New Holland 3010S, and haven"t experienced not being able to engage the PTO. However, on my 97 you have to have the throttle at idle or it is difficult to get engagement, and lots of grinding occurs. Are you throttled up? Before engaging the PTO throttle down, wait a bit for things to slow down, engage the PTO clutch, then slowly move the PTO lever to run, release the PTO clutch slowly. Hope this helps, maybe RODinNS has some experience with the Fiat/Hesston tractors that are basically the platform for these units.

RickB might know, either generally or specifically as I know he's done a fair bit of work on the Fiat based models...
