(OT) Oak disease?

Bottom side of oak leaves here have what looks like small fuzzy "caterpillars" stuck to the leaves. Doesn't seem to be an insect. Kind of a grayish/white color. Anyone know what they are? Some type of disease maybe?
 
Funny you mention it. Our red oaks here in NY look terrible. Leaves are half gone with fuzz and yellow spots. Not fallen, but eaten up or fallen apart. Usually the oaks are the one tree that doesn't get hit by blight, tent caterpillars, tar spot disease (from too much rain), etc. Maples and beeches usually suffer the most.
 
If I remember right gypsie moths like oaks.I'm in western NY and we have the emeral ash borer bearing down on us.I remeber in the 70's when all the elms got dutch elm disease. Its sad all this stuff gets entry into this country and then runs crazy until all the host trees are dead.
 
Slime mold is very prominent this time of year. Have noticed a lot on the hackberry trees so far. it is not harmful to the tree host... Gene
