I found this in a used tool box I bought for my tractor. I have never seen one before, so I thought Id ask if anyone knows what is is and what its used for. J

I'm not sure but it looks like a coupling of some kind probably used in the steering shaft, since it is blue I would think Ford
 
Steering coupler for sure. Should have a piece of rubber between the two sections. The reason they are replaced, is the rubber wears out, tears, or is full of oil, and causes a lot of slop in the steering.
 
I have several LGT Ford Garden Tractors (built by Gilson) that have "rag joints" in the drive line very similar to yours but not quite exactly the same.
 
Like the others have said, it's a rag joint from a steering shaft. I had a similar one on a 74 Mercury that I used to have.
