you might try putting pressure on the top with rod and tap on the bottom of the plate with a piece of hardwood and a hammer. They are dry sleeves and not supposed to come out that hard. On my smta I had a stuck piston so the sleeve came out with the piston, on other one I used a puller like you describe and used a piece of an old mall handle, hitting it with a hammer to help move the piston. have heard people mention welding inside the liner also.
