Get the book(s). There are also governor RPM adjustments that limit how far the flyweights can go. On the ouput link the carb should be wide open when the governor arm hits the stop. You might disconnect the RH link and after you start it you can move the lever by hand and watch the output arm that controls the carb. Slowly moving the lever forward should cause the RPM to go up. Wide open the RPM should be what the book says, that adjustment is in the governor, (on top I believe, the bottom one is a surge dampener). All this assumes the arms on the governor are installed correctly and there is nothinbg else wrong inside it. I use an old style engine analyzer with a clip on for a plug wire. Found it at a pawn shop for $10.
